Open Invitation for Public Views

The Independent Review Committee for the Prevention and Handling of Potential Conflicts of Interests (¡§the Independent Review Committee¡¨) is reviewing the existing regulatory frameworks and procedures for the prevention and handling of potential conflicts of interests concerning the Chief Executive, Members of the Executive Council, and Politically-Appointed Officials. The Independent Review Committee will, in light of the review, make recommendations to improve the existing frameworks and procedures.

To collect the community¡¦s views on the matters being reviewed, the Independent Review Committee invites any individuals, institutions or organizations, including current and previous holders of those public offices covered by the review, to express their views.

Participation

Booking: Interested members of the public may call 8108 8731 during office hours from 29 March onwards to book their seats on a first-come-first-served basis. Each person may book up to two seats. About 250 seats are available for booking. The booking reception counter will commence operation at 6:00pm on the day of the public forum. Participants with bookings are advised to arrive before 6:15pm to confirm their bookings and take their seats. All bookings will lapse at 6:40pm and all seats not taken will be released for walk-in participants.
Walk-in: Members of the public may also get seats at the venue on the day of the public forum on a queuing basis. Depending on the queue, the organizer may allocate tickets in sequence. The queuing reception counter will commence operation at 6:00pm on the day of the public forum and arrange seats for walk-in participants in sequence. Subject to booking and take-up rate, at least about 150 seats are available for walk-in participants.

(There are a total of 440 seats at the venue, around 40 of which will be reserved for the Administration, Legislative Council, the media and working staff.)

Speaking Arrangements

Participants who intend to express their views may put the number tags given to them at the registration counter into a transparent collection box. A moderator would draw tags at random from the box to determine speaking order. Each participant may speak up to 3 minutes.
The forum will be conducted primarily in Cantonese. Participants may express their views in Cantonese, Putonghua or English. Our apologies that no simultaneous interpretation will be provided owing to site constraints.
In order to ensure the smooth conduct of the public forum, participants are kindly requested to follow the instructions of the moderator at the forum.

The Independent Review Committee for the Prevention and Handling of Potential Conflicts of Interests is appointed by the Chief Executive with the following terms of reference:

(a)

To review the existing regulatory frameworks and procedures for the prevention and handling of potential conflicts of interests concerning the Chief Executive, Non-Official Members of the Executive Council, and Officials under the Political Appointment System respectively, including the arrangements for declaration of investments/interests and acceptance of advantage/entertainment/hospitality;

(b)

In light of the review, to make recommendations on the existing frameworks and procedures, including changes and revisions where appropriate; and

(c)

To submit a report with recommendations to the Chief Executive within three months.
